Scientists for a democratic Europe
In an open letter to the governments of the EU-member states, more than
fourty scientists from ten countries express their concerns about the
voting procedure in the Council of Ministers of the European Union.
They believe that both the treaty of Nice and the draft Constitution
contain voting procedures which are unjust to some member states.
The alternative voting system they propose is based on
Penrose's Square Root Law. This procedure is taylored to give every
citizens of the EU the same influence on decisions of the Council
regardless of his or her home country. This system would suggest itself
also as a fair compromise between the treaty of Nice and the draft
