The Council of the European Union
The Council of the European Union is an institution of the European
Union.
It forms together with the European Parliament the legislative part of
the European Union and exercises its influence in a wide range of
common powers with the European Parliament.
The Council is responsible for the common foreign and defence policy
and the coordination of the economic policy of the member states.
Together with the European Parliament it approves the budget of the
Eurpean Union. The Council consists of a represantative of the
government of each member state. This can be the foreign minister, the
agricultural minister etc., depending on the subject matter which is to
be considered at the meeting.
Depending on the importance of the decision to be taken an unianimous
approval or a "qualifying majority" of the votes is necessary. The
different member states have a
different number of votes.
In the Nice treaty the
voting powers of the member states have been rearranged.
