| Who cares? – Summer School “Humanitarian Aid in the 21st Century”, 22nd - 26th July 2013 in Bochum |

| Earth quakes, floods, forced displacements, and civil wars – these are humanitarian crises situations reported daily by the news media. But who is responsible, if people become victims of war and forced displacement? What is the legal foundation for crises operations of humanitarian organizations? What are the impacts of humanitarian inventions? How can humanitarian action be coordinated most effectively? And, are humanitarian interventions in fact able to address the root causes of crisis and conflict? Humanitarian organizations like the International Red Cross, Doctors Without Borders, Care International and World Vision provide emergency relief in disasters and humanitarian crises. Despite the idealistic goals of humanitarianism, humanitarian organizations are often criticized. |

| Too often humanitarian refuel and prolong conflict and humanitarian assistance is provided in an inefficient and unprofessional way. The Summer School “Humanitarian Action in the 21st Century. Between Principles, Practice and New Challenges” is open to students of all faculties in the two-subject B.A. program at Ruhr University Bochum who want to gain a first insight into the exciting and challenging field of humanitarian action. The center of attention is the ethical and practical challenge that humanitarian organization face in global society today. The Summer School focuses on the legal and political foundations of humanitarian interventions, and the mode of operation and management of humanitarian organizations. Participants attend lectures, discussions, and a simulation exercise in which they can take on the role of humanitarian actors and learn about the coordination mechanisms of international humanitarian action at first-hand. Furthermore, on the 25th July 2013 a public panel discussion is organized where experts of humanitarian organizations tell about their experiences in the interdisciplinary professional field of humanitarian action. Within the context of “Humanitarian Aid as a professional field and career” Markus Moke from Aktion Deutschland Hilft, Antje Weber from Kindernothilfe, Prof. Gardemann from the Competence Center Humanitarian Aid and Thorsten Klose from the German Red Cross will be speaking. Additionally, attendees can look forward to a second panel discussion on the 28th May 2013. Roy Williams (President of the Center for Humanitarian Cooperation (CHC), Bloomfield, US) and Dirk Salomons (Director of the Program for Humanitarian Affairs at the School of International Public Affairs, Columbia University, US) will give a talk about “Humanitarian aid – a global responsibility?” Last but not least, a public movie screening is planned that is also dedicated to humanitarian issues. The Institute for International Law of Peace and Armed Conflict (Institut für Friedenssicherungsrecht und humanitäres Völkerrecht (IFHV)) will host the Summer School. The IFHV is a central research unit at Ruhr University Bochum and one of the leading institutions in the field of humanitarian law and humanitarian studies in Germany and Europe. It unites high profile researchers and humanitarian experts from a wide range of disciplinary backgrounds, e.g., international law, management, international relations, sociology, geopolitics, medicine, and media studies in finding solutions to some of the most pressing global humanitarian problems. The Summer School is conducted in English and the first episode of a two-part module in Optionalbereich. It takes place as a one-week course from 22nd - 26th July 2013 at Beckmanns Hof/IBZ and is credited with 2.5 CP. The second episode of the module is a course during the summer term 2013 with the title “Organization of Interventions in Humanitarian Crises” that is also credited with 2.5 CP. The entrance requirements for the Summer School are a sound knowledge of English, at least two completed semesters of study and an interest in humanitarian action as well as in the interdisciplinary exchange with other students. Applicants should write a short motivation letter (max. 300 words) and send it together with a short CV to Dr. Ulla Pape (noha@rub.de) until 3rd May 2013. The number of participants is limited to 6o B.A. students. All accepted applicants are required to attend a two-hour preparation meeting on 21st May 2013 and to participate actively in the Summer School. |
